电力市场设计如何最大化碳定价机制的有效性

国际经验表明,以单独的政策设计电力市场和碳市场不会带来最佳结果。碳价格可以通过以下方式减少电力部门的排放量:(1)改变电力部门的调度(即系统运行);(2)影响有关发电厂和其他部门资源的投资(和撤资)决策;(3)改变能源需求。本文研究了这些相互作用,并提出电力市场如何适应以最大限度地提高碳价格的有效性。为中国的决策者,特别是设计碳市场的决策者提供了建议和意见。

Analysis and Perspectives for Clean Energy in China’s Southern Grid Region

The five-province Southern Grid region has long been a testing ground for new policies and reforms. Most recently, the central government asked the region to become the first integrated regional electricity spot market. RAP engaged a panel of experts and stakeholders in the region to develop a detailed set of recommendations published by Southern Grid’s influential Energy Observer. Designing carbon and electricity markets in concert helps ensure that the markets are as economically efficient as possible. Such coordination also ensures the carbon program is achieving its goals at lowest possible cost for both end-use customers and the power sector as a whole. Our team examines international experience to make recommendations for adapting power markets to maximize the effectiveness of the carbon price.
